This might be a bold and brash idea, but, how about assigning one ref or umpire to the sideline wearing video glasses. Have those glasses use the video frequency of the game they are assigned and watch the game. Whenever there is a disputed call, or a call of judgement, all they have to do is go to the sidelines and get an immediate response from the Ref or Ump.
